Area 1 Legislator, Calvin Castine- Clinton County, New York

Calvin Castine Area 1 Legislator (Republican)- Calvin Castine is the legislator for the Town of Champlain, Village of Champlain, and Village of Rouses Point. Total population: 5745. Calvin Castine is also the legislator for 1/2 of the Town of Mooers which has a total population of 1796 people. He has a very old school outdated attitude and has fought hard to keep dogs on chains, and our Clinton County animal cruelty laws archaic.

Tom Trombley the Champlain Town Supervisor is very supportive of the Dog Tethering Law, so much so that he helped write the law we proposed to the county. Tom Trombley attended a Public Safety meeting and made it very clear that he would prefer one countywide law versus 17 separate laws in one county. Calvin Castine has done everything he can to ensure the Dog Tethering Law does not pass at the county level. He continues to say that he cannot force the Town of Mooers to put a law in place. In saying this, he is ignoring the wishes of the entire population of Champlain and Rouses Point.

In October 2024 and June 2025 Calvin Castine did vote to allow us a public hearing, but he was just protecting himself, since he knew we did not have enough votes for a public hearing. If we had made it to the public hearing, he would have voted it down. Calvin Castine has made it very clear on multiple occasions, and in many legislature meetings that he does not support a dog tethering law.

As of today, the Town of Champlain, Village of Champlain, and Village of Rouses Point have all now created and passed their own Dog Tethering laws with no help from Calvin Castine. At all three public hearings, not a single person showed up to appose or fight the law. It passed very easily in all three locations.

Update: I spoke with a Mooers town council member in mid-August 2025. He indicated Mooers is not against a law, and had the county approved the law, they would have just followed it.

Calvin Castine is well known in the area for creating videos with his Home Town Cable Network. His videos can be viewed on Youtube and are also shown on a local cable network. Every parade this season (we were in 8), he hasn’t announced our group, and he continues to completely cut us out, or zoom the video right past us so nobody can see us in the parade. He did this last parade season as well. He is quoted in the Altona parade saying on camera “if I had known it was them, I wouldn’t have shown them at all.”

Calvin Castine can be really nice on the surface, but not nice when you see how he acts his actions in meetings. He is the Clinton County Legislature’s Public Safety chairman and if he remains in that seat, we will not pass any new animal cruelty laws in Clinton County. He is up for election in 2027 and he really needs to be voted out then.
