David Kerr Legislator Area 10 (Democrat)- David Kerr is the newly elected Area 10 Legislator for Clinton County NY. I spoke with David back in the spring of 2025 and he said he does support a Dog Tethering Law. He is an animal lover. We are interested to see if he can influence the rest of the legislators to allow us to speak on the topic in future regular session meetings. We plan to return to the legislature to pursue a county law, in May of 2026.
