This fight for a Dog Tethering Law in Clinton County New York began in November 2023. Months went by and then NBC5 was the first to do a story for us. The story aired right after the Canine Gem large scale animal cruelty case in Beekmantown.
On March 21, 2024 Carly Newton wrote her first Press Republican article on the Dog Tethering Law.
This article frustrated me so much. Mark Henry was interviewed and said “a town-by-town approach is more likely than county-wide law.” He said the “majority” of towns want to keep the law at the town level, when in fact he only meant his two towns Chazy and Beekmantown. Many of the legislators were upset that Mark Henry spoke on their behalf and misrepresented their stance. Mark Henry is really great at going on the front of the paper and saying whatever he wants, even if it isn’t true.
On March 28, 2024 my first letter to the editor regarding the Dog Tethering Law was published in the Press Republican.
On May 1, 2024 Carly Newton wrote another great article on the Dog Tethering Law. The article featured a photo of us during an April Prevention of Cruelty to Animals month peaceful protest. Wendell Hughes was there with us.
On May 11, 2024 the Press Republican published another great article written by Carly Newton. Once again, there was Mark Henry with the “illusory truth effect”, the art of repeating something until it is perceived as true. Repeat something enough and everyone will believe it’s actually true.
Here he once again went on the front of the Press Republican claiming the legislature wanted to keep the law at the town level. This was again because his two towns felt that way. This did not represent the views of the rest of the legislature. (Keeping it at the town level would mean nobody would have to create a law, which is what Mark Henry wants.) He has no regard for the animals whatsoever.

October 25, 2024 the Press Republican publishes an article discussing how we were denied a public hearing by the Clinton County Legislature.

On March 6, 2025 Carly Newton publishes another great article on the front of the Press Republican.
On March 13, 2025 the Sun wrote an article on the Dog Tethering Law and our supporters being banned from speaking on the topic. To be honest this article got so many facts wrong, that I wouldn’t believe a whole lot of it. I did speak with the Sun about correcting the facts, but they didn’t feel it was necessary. Most of the facts are wrong in the article.
On March 14, 2025 the Press Republican published an article written by Carly Newton. The article discusses the entire county being banned from speaking on the Dog Tethering Law. This meeting was insane.
April 12, 2025 the Press Republican publishes an article discussing the open meeting law violations committed by Mark Henry.
May 13, 2025 the Press Republican publishes an article on the Town of Plattsburgh approving their own dog tethering law.
