
We asked the Town of Mooers and their town supervisor Jeff Menard multiple times to create a Dog Tethering Law. The Mooers town board does not see a need for a law. If you drive through Mooers on any given day, you will see dogs chained outside 24/7.
I started this fight because of a dog in Mooers that spent 11.5 years of its life on a chain. Legislator Calvin Castine voted the Dog Tethering Law down at the county level, claiming he cannot force Mooers to follow a law they do not want. Jeff Menard the Mooers town supervisor is up for election in 2026.
Update: Mid-August 2025 I spoke to a Mooers council member and he indicated they are not against a dog tethering law. He indicated they would have followed the county law if the county had approved one.

The Town of Mooers holds its Town Board meeting the second Tuesday of every month at 6:30 pm. Their meetings are recorded on an audio recording only, and very difficult to hear. If you really want to know what’s going on in their meetings, you have to attend in person.
