
If there is one thing we have learned throughout our fight for stricter animal cruelty laws in Clinton County New York, it that it really matters who we elect to represent us! Get to know the candidates, ask them questions, determine their stance on issues that are important to you!
The following individuals are up for election this year (November 2025) and they have negatively impacted our fight for a Dog Tethering Law in Clinton County:
Francis Peryea November 2025 Election (Republican)- Legislator Area 2 (Altona, Dannemora, Ellenberg, Mooers). Francis Peryea voted against allowing supporters of the Dog Tethering Law a public hearing twice. He himself was proud to say that he chained his own dogs outside his entire life, and he felt they were just fine.
Sam Dyer (Democrat)- Beekmantown Town Supervisor. Sam Dyer while he is running unopposed at the Town Supervisor level, send him a message that you do not approve of his practices. Sam Dyer has strongly and very actively lobbied against the Dog Tethering Law at both the county and town levels (telling other towns to also not create a law), while also doing everything he can to ensure we are not successful.
Craig Randall (Republican)- Peru Town Supervisor. Craig Randall is running unopposed at the Town Supervisor level, but let’s send him a message that you do not approve of his practices. Craig Randall is against pursuing the Dog Tethering Law at the Peru Town level.

To qualify for voter registration in New York State, you must:
- be a United States Citizen;
- be 18 years old (you may pre-register at 16 or 17 but cannot vote until you are 18);
- be a resident of this state and the county, city or village for at least 30 days before the election;
- not be in prison for a felony conviction;
- not be adjudged mentally incompetent by a court;
- not claim the right to vote elsewhere
To register online, you will need:
- NYS driver license, permit, or non-driver ID card
- ZIP Code currently on record with the DMV
- Social security number
Completed applications are sent to local County or City Board of Elections for approval and processing. Contact your County Board of Elections if you haven’t gotten a response within six weeks.
